While a workspace can contain up to 15 windows, only one window can be modified at a time. This is called the active window. When you click on a window in your workspace, it's title bar turns blue (all other window titles will remain gray).
The active window in your workspace determines the content of your toolbar. For example, when you click on a chart in your workspace (making it the active window), the chart toolbar is displayed:
